Billing Patient for Statutorily Excluded Services-WC and Private Insurance

To clarify a previous question: if a patient being treated under Workers' Compensation has both Workers' Comp and a private major medical policy receives treatment for the job-related injury that is statutorily denied by Workers' Comp (such a physical therapy provided by a podiatrist), can the major medical insurance be billed?

The major medical insurance can’t be billed if it’s related to the workers’ compensation case.
